Kelvin L. Walton, CPPB
Kelvin L. Walton, CPPB serves as the Director and Chief Procurement Officer of the Department of Purchasing and Contracting. In this capacity, he’s responsible for managing the county’s bidding and evaluation processes, vendor registration, small business program, mailroom, execution of contracts, county auction, and Oracle training.
Kelvin has more than 18 years of experience in the procurement profession. Prior to becoming the Director and Chief Procurement Officer, Kelvin served as Deputy Director of the Purchasing Division. He is credited with the department obtaining its first award—the “Achievement of Excellence in Procurement” award—in 2006.
Prior to joining the Department of Purchasing and Contracting, Kelvin served as a Chief Assistant Purchasing Agent and Assistant Purchasing Agent with Fulton County’s Department of Purchasing and Contract Compliance; Assistant Director of Purchasing at Hampton University; Buyer Specialist at Virginia Tech; and Director of Hart-McAlister Community Center.
Kelvin has a B.A. degree in Business Administration from Winston-Salem State University and a master’s degree in Business Administration from Hampton University. He is certified by the Universal Public Purchasing Certification Council as a Certified Professional Public Buyer (CPPB) and is a 2007 graduate of Leadership DeKalb.

The Department of Purchasing & Contracting is the primary agency for the procurement of goods, materials, supplies, equipment, and services necessary for county departments to provide services to the citizens of DeKalb County. The department is committed to obtaining the best value, product and service for each tax dollar spent. The department’s mission is to provide fair and equal treatment to all persons involved in the procurement process. In addition to the Director’s office, the Department has four divisions comprised of Administrative Operations, Contract Administration, Contract Compliance, and Purchasing, which are committed to providing innovative, professional, and efficient purchasing service.
