Francis T. Kung’u Ph.D., P.E.,

Francis T. Kung’u, Ph.D., P.E. is the Director of the DeKalb County Department of Watershed Management (DWM). As Director, Francis manages approximately 750 employees and oversees the DWM’s operations in providing safe drinking water in adequate supplies, collect and adequately treat wastewater, and protect DeKalb County watersheds responsibly while focusing on excellent customer service.

Prior to joining DeKalb County in 2007, Francis worked in the private sector as a consulting engineer and contractor in several roles including Project Manager for the City of Atlanta Greenways Project planning and implementation; Project Manager for the City of Atlanta Combined Sewer Separation Project; Project Engineer for the Jefferson County Sanitary Sewer Rehabilitation Project in Alabama; and Technical Director for the Fulton County Nancy Creek Stormwater Management Plan.

Francis also worked with the government of Kenya as an engineer responsible for research, planning, design, and construction of water treatment plants. He has also taught water and wastewater courses at the University of Alabama and Birmingham.

Francis earned a bachelor’s degree in Engineering from the University of Nairobi, Kenya, and a master’s degree in Environmental Engineering and a doctoral degree in Civil Engineering, both from the University of Alabama. He is also a registered professional engineer in Georgia, Alabama and Pennsylvania.

Departmental Summary – Watershed Management

The DeKalb County Department of Watershed Management protects the public health, safety and welfare through the provision of safe drinking water and quality wastewater treatment.

In addition to the estimated 5,000 miles of pipe in the distribution and collection systems, major facilities operated and maintained by the Department include the Scott Candler Water Filter Plant, the Pole Bridge Advanced Wastewater Treatment Plant, the Snapfinger Advanced Wastewater Treatment Plant, and the DeKalb County Raw Water Pumping Station.
